Do you mean a Windows 3.1 theme for Wine?  I've seen Window XP themes, but not Windows 3.1.  Just looking around, the closest I found was

But this is a Windows Blinds theme and not msstyles, and there is no way to convert.  A wba file (windows blinds) can be unzipped by 7-zip if you want to create your own windows msstyles and use those resources as a starting point, but that might take a while.

If you find one, let me know, I'll include it in my file systems so the user can easily turn it on with WineCfg.

Unfortunately Boxedwine can't run Wine that old, the oldest one would be Wine 1.4 because that is when they implemented the dib driver that can draw everything to a bitmap (fonts, lines, etc), then all I have to do it take that bitmap and give it to SDL.  The best bet for a particular look would be to find a msstyle theme.
